Dr. Rose Shumba is a higher-education computing strategist with more than 20 years of experience across software engineering, computing education, cybersecurity, program development, assessment, accreditation, and academic leadership. She previously served as a Cyber Science Professor at the United States Naval Academy.

Her leadership experience includes developing, assessing, and managing computing and cybersecurity programs; designing curricula; recruiting and mentoring students; and translating institutional priorities into short- and long-term plans. She has also served as a Program Director and Associate Dean for Cyber Programs, directed NSA/DHS Center of Academic Excellence in Cyber Defense initiatives, and serves as an ABET program evaluator.

At Bowie State, she leads a Computer Science department serving more than 700 students. Under her leadership, the department launched bachelor’s programs in Data Science, Software Engineering, Cyber Operations Engineering, and Virtual Reality and Gaming, with a bachelor’s program in Artificial Intelligence under review. The department also expanded enrollment and graduation, more than tripled women’s participation, and doubled the number of faculty research labs.

Her grant leadership includes more than $5 million in external funding, including NSF CyberCorps® Scholarship for Service and Henry Luce Foundation support. Her 2024 Elkins Professorship provided $30,000 to advance an Experiential Learning Center for computing students, and her work building pathways from the classroom to technology careers has been featured in The New York Times.

Dr. Shumba cultivates partnerships across industry, government, universities, and the community to expand institutional reach and opportunity. She also supports the scholarly development of faculty and students. Her research applies machine learning to digital forensic investigation and explores cybersecurity education, security, and usability.
